Legal background of online poker in Greece

Online poker is legal in Greece in all aspects. The legal framework is based on Law 4002/2011, which was amended by Law 4635/2019 to introduce several key changes to the gambling industry. The new amendment defined poker as a game of chance and allowed offshore operators to apply for a license from the Hellenic Gaming Commission. To operate legally in the country, a company must obtain a Type 2 license valid for 7 years and worth 2 million euros. The license gives the right to open an online casino and a poker room.

In June 2026 the state added enforcement teeth. Law 5313/2026, passed on June 24 and in force since its publication in the Government Gazette (ΦΕΚ 102/A) on June 25, 2026, works on three fronts:

• Banks must block payments to unlicensed operators.
• The EEEP gets DNS-level domain blocking, with weekly monitoring of newly registered .gr domains.
• Promoting unlicensed gambling costs €5,000–50,000 per violation.

The regulator’s blacklist has grown past 14,000 entries. What the law doesn’t do is punish players: no fines or criminal liability for playing on unlicensed sites made it into the final text.

Players can register on offshore poker sites without breaking any law — the state aims at operators, payment channels and promoters, not at the people at the tables. Online poker taxes in Greece

If you play on a licensed poker site, your winnings are taxed per gaming session, and Law 5313/2026 also reset the tax bands. Since June 25, 2026:

• Above €500.01 the state takes 30%.

Athens raised its rake. Until June 2026 the upper bands were 15% and 20%. The tax is calculated after deducting the untaxed €100, and for tournaments it attaches to each individual tournament rather than the day’s play. A session that ends +€700 owes €140: nothing on the first €100, €80 on the next €400, €60 on the remaining €200.

If your player account gains less than €100 by the end of the poker session, you won’t have to cover any taxes. Similarly, all winnings on platforms operating without a license are non-taxable.

Licensed gaming operators pay a flat tax rate of 35% of their gross revenue.
